There are at least four frames between any two subtitles to make it more noticeable when one subtitle is replaced with another. In fact, several subtitles only last half a second. Many subtitles even show up for less than a second. I managed to use far fewer subtitles, and stay under 16 CPS. The recommended maximum is 15 CPS, and the absolute maximum is 21 CPS. In fact, if you open up the subtitles in Aegisub, you can see that the subtitles have a CPS (that is, the characters you have to read per second) of up to 35.
